There are multiple ways to perform tenant to tenant migration, if you are looking to migrate mailboxes only.
PST Export/Import Method
This is a manual approach where mailbox data is exported to PST files and then imported into the target tenant. It's time-consuming and not ideal for large-scale migrations or maintaining metadata like folder structure and permissions.
